That was my read too, but the way they chose to phrase it struck me as really interesting. They would have to rewrite the whole thing to make it explicit that they’re talking about poor people, if that’s indeed what they meant, but the choice they *did* make put them squarely in “the law, in its majestic equality, forbids the rich as well as the poor to sleep und bridges, to beg in the streets, and to steal bread” territory.
