That led to the shortage / high-gas prices in 2021, after Biden took office. He then drained the SPR trying to make up for Trump's "deal" damage.
It takes YEARS to bring new production on-line, and nothing Biden did had any effect in the short-term. OTOH, it takes only a few months for an OPEC cut to lead to higher gasoline prices.
The only change Biden made quickly, was keeping the Canadian tar-stands oil on Buffet's trains, instead of Koch's then-in-progress pipeline - no significant effect.
Trump stabbed-in-the-back on oil, just like everything else he promised. He's doing it again now - sending our frack-gas to Europe, instead of keeping it at home, to make energy inexpensive. The Euros get screwed too, paying 7x more for LNG than the cheap Russian gas, which is still cut-off, because Trump wouldn't stop Ukraine war-supplies to end that conflict (as promised). Big-Oil wins again!! .
