Liberty doesn't mean no sturcture or rules;society is impossible without those.
It just means that only those that are essential for interaction are made and inforced, and as far as nobody else is affected, it's nobody's business.

Liberty also means that everyone has input into the rules and there is not Rule Maker and Enforcer that dictates to everyone else.

Lastly it means that somethings are rights that can't be infringed by any rules. Such as the right to self defense
