There is precedent from the 1800s involving a case where some guy fired a gun across state lines and shot a person in the next state and tried to argue he was not in the state the crime occurred in when it is committed.

The government since then has the opinion anything that crosses into US border or between US borders is under it’s jurisdiction.

Law is pretty retarded.
