It's a gatekeeping mechanism, just like Rockefeller and Carnegie and Rothschild and every one of these dicks throughout history wanted, because it doesn't halt businesses inside the gate (and provides unlimited white-collar wage-slavery) but it does keep upstarts from getting anywhere.
