Yup, that's the standard setup for Dutch roundabouts, and there's a LOT of them. Red surface means bicycles have priority, plus the road markings telling cars to yield before crossing it and bicycles to yield to other bicycles before entering it.
It's all planned out before street infrastructure is built, and is completely mandatory. New neighborhoods are required to have paved bike and foot paths going through them, rather than being allowed to block off access.
