I don't need to? Besides your definition of open network is too malleable to build an argument on in the first place.

I'd say that if the fediverse is an open network, then in the case of spam in particular it's enough for instance admins to deferetate instances that host spam, and this is not at all equivalent to or in defense of any views you seem to have.
