     You don’t need regulation.
     You need the kids father and uncles beating the idiot to death very publicly.
     Properly measured privately dispensed disincentives are better than anything government could ever come up with precisely because justice will never be their priority.
     Fleecing the people will.

     The vendor saw the kid pick it up and start drinking but didn't stop him. Hope he is held accountable for that.
