The people who know how to do this stuff are high specialized. There are engineering marvels that might as well just be black magic (like using 99.♾ quartz crucibles to make 99.♾ pure silicon).
If you cold find the right laid off engineers, you might be able to make a 1980s style Texas Instruments small-prototype fab in a year. I'd like to think with the right investments and core engineering team, a startup might have a shot with less than $100m in funding, of making reliable consumer and server products within 5 year .. but that's a big stretch.
