  im not sure how not to cross that line...as im not a lawyer...but ill try...
  
  the scenario is that a tenant says that requiring her to sign up for a third party to receive usps packages and certified mail is a violation of her lease and refuses to sign up for the third party's service...the landlord evicts her but sends notice only via certified mail...all usps mail and certified mail from the court or from the landlord are never delivered because she never signed up for the service...

  Service is typically highly statutory and local / state law. If she didn't sign up for anything, and the service was directed at her address pursuant to code (proper method etc.) I'd assume it's valid. I'd actually be more concerned about if a third party service was involved. I usually just personally serve where I can to remove all doubts.

  In california, an affidavit that a notice to pay or quit was personally served is presumed valid on face without any testimony. It is only subject to rebuttal and to date, I haven't seen one beat. That's why I just pay the $80 and go that way. It's basically a golden ticket.

  Evictions are real chess against a chicken shitshows. Section 8 can make it even more complicated. Nonetheless, it's not about if, it's when. I play the long game. With all the tenant protections, I found I have to have a long game mindset.
  
  Here pre-tenant protection act, the short game was possible. But since it was passed, I don't even try to hurry.

  I have no idea. But I assume she can do what she wants. If that causes usps to not deliver, that's her issue. I just don't see how contract can be compelled. Consequence is her own problem.

  The postman delivers to the wherever he's required. Some places have mail boxes at each residence, other's have community boxes. It's the postmaster who decides the delivery end point. Passive receipt is not acceptance. I regularly return mail for wrong address, no such occupant, etc. Calling the postmaster to ask him may help here.
