It 100% did, I've spoken to many other expats and the experiences are totally different around that one piece of political theatre. Not sure the Patriot Act had anything to do with immigration. I know the Hart-Celler Act radically changed immigration "quotas" to favor brownoids. Patriot Act was more a "we get to spy on our own people just because lol"
Patriot act was probably the biggest self own of the US in history, that's when the immigration system got so fucking retarded. Opening it up to non europeans wasn't great either, but in small enough numbers whilst being extremely selective it could theoretically still be a net positive for the native population. Patriot act was a net negative across the board.
