     @aby Or make someone else do one of those two things. That's the premise of "crackdowns": that by making life miserable in your jurisdiction, somehow unhoused people will migrate away to another jurisdiction who then has to be the one responsible for housing or killing them (or getting them to migrate again).

     When the Taliban took over Afghanistan, one of the first things they did was scoop up all the opium addicts and toss them in a box, leaving them to ride out withdrawal hell in containment where they wouldn't be a problem. Say what you want about 'em, but they swiftly took care of business in that department.
