@rebeccawatson I think my favorite argument I've heard for why these are needed is something along the lines of "criminals in stolen cars have no right to privacy."
It may sound weird to favorite this.
It shows their mindset. They believe everyone is a criminal. Guilty until proven innocent.
Because these don't just track criminals. They track everyone.

In the past 'defeat devices' like reflective covers or coatings (for flashes) have been available vs red light cameras, but LPRs don't use a flash just ambient light. License plate covers and coatings are also pretty widely banned and can get a warning or ticket (and it's not like they're hidden to avoid notice) - they may even provide a pretext to stop even without other violations.
