The automated infrastructure from like 2013 still works sometimes but it the mailing lists, IRC and :blobvomiting: d*scord servers all see less activity than a crypto project post -rugpull. There are entire domains like chan, cyb, and o that the registration infrastructure is dead. Some others like oz work until the domain expires but give up after that.
     You could theoretically just make your own TLD but unless you convince enough people to add your records to their DNS servers it will remain extremely niche

     There's a reason why most TLDs are owned by giants like Google or Apple or hoarded by companies Donuts, the cost of entry is so absurdly high that it's impossible to start from the bottom. Natural monopolies (an economic wankery term for when the cost of starting competition with something is so high that there will naturally be few or only one winner, eg. Power companies, ISPs, rail networks) are extremely prevalent in tech because of how expensive it is to start from scratch
