@BluesHarp @Strandjunker Yeah. Seems a lot like me telling Harvard they can go ahead and ignore him. As I understand it, his proclamation and mine carry the same legal power.

Not in this case. They have already revoked student visa's for 4700 students across the country. Even through he is likely to end up losing in court eventually, the immediate impact on the students could be very disruptive as there are mechanisms to implement his whim.
