   Yes, although in that case the clipper chip was not implemented.
   
   The intel ME backdoor, the AMD PSP and ARM "trustzone" has been made widely available and those are used to implement backdoors and/or malicious features like digital handcuffs.

     The OpenBSD-like approach of just refusing to use hardware accelerators would have defeated its point.
     
     Proper (software-based) encryption could have been used atop it.
     
     Was anyone pushing it even thinking about it for a few minutes?
