Licences have to be enforceable to have any merit. If you can't afford the time and money to catch violators then you're just choosing out of ideology.

@thatbrickster You don't need any time or money to catch violators - GNU enjoyers will find the violations and report them to you.
You usually don't need any money to deal with violations either - you just permanently terminate the license and advise you'll be suing if distribution continues (even if it's a bluff, any company that is not stupid won't risk it, considering that there is some legal support available).
