     Yeah, I don't think so.
     
     GNU bash is by far the best shell in the world, as it has a better license (GPLv3-or-later) and has fine GNU functionality as well.

     tcsh is under the weak BSD 3-clause, therefore it certainly isn't the best.

     Just because an newer version of the codebase under a different name was released under a weak license doesn't mean that the original wasn't proprietary.
