@sun and my argument is that anyone can create propaganda. If a single person starts making "ideological memes" and is able to start a political movement that turns into a political party all from his memes. Is it propaganda now? How about if that new political party is in power and goes to war with Russia and they start making these ideological memes about war with Russia? Would that be propaganda? Yeah probably. What if they always made these memes about war with Russia? What if their 3rd meme ever back when it was just one guy was about war with Russia? What if the political party starts disseminating that 3rd meme after the war has started? If it wasn't propaganda back then is it propaganda now? If it's propaganda now with no changes to it whatsoever then surely it was propaganda back then, no?
What about an institution with a single individual behind it?

@sun @j all institutions are made up of individuals. All propoganda is made by individuals. In my experience volunteering for my union's "Agitiatoin and Propganda Committee" each peice is usually made by one indivual and, perhaps, approved by others.
