Many countries are more reasonable and have shut off UMTS while leaving GSM on (as almost all legacy UMTS devices that do not support LTE support GSM).
The mobile towers are all SDR's now really, thus it's just a matter of leaving the GSM software running (the limited amount of remaining GSM devices means the interference on LTE bands is next to nothing), but why not force people to shell out some more money for new devices that are even better at tracking and spying?
