Other than on newer proprietary cars, normal headlights aren't bright enough to cause an issue.
If you don't have lights on, nobody will see you coming at T-intersections. -

The whole idea of the dark is that there's no light, so you can't see shit.
Even if you can see fine, someone going behind you without lights might not see you, as no back lights and rear end you.
I remember hearing about an incredible collision rate in a certain country were it is not seen as "manly" to put the lights on. -
