     @realcaseyrollins a statatician might bop you about being illegal meaning people hid the drug use, and legalizing it meant it was no longer hidden, so without an accurate prior measurement you could not distinguish between a rise of use vs. revealing the total underlying use that was already there
     
     this is actually a problem that occurs very often. 'thinking fast and slow' talked about people presuming politicians all cheat on their wives, but it's just a trick of the light because it gets selectively reported whereas other people's infedelity isn't, and they generally have the same indifdelity as everyone else
     
     i.e. "the world is not worse than it was but we now know precisely how bad its always been"

     @realcaseyrollins the thing oregon did not do that some small countries have done, is you're supposed to move all the money from war on drugs and jail to rehabs. they did not do this.
     
     you have to do two things to stop hard drug use: fix the underlying reason they are mainlining heroine, and then have an off-ramp to get them off of heroine. oregon did neither.

     Also they only decrimed the demand side of the market. The larger gains in harm reduction come in on the supply side.

     - people smoke 1x weed
     - government cracks down on volume
     - people sell/smoke 10x weed now
     - government complains weed is too strong now so they can't deregulate it
     
     create the problem yourself and use your own failure as the excue to continue creating newer bigger problems :blobcatgooglybadumtss:
