     I'm going to work 41 hours a week. The first 40 hours are free. That one hour of overtime will cost you though.

     @Humpleupagus @Quentel @PNS They'll word it such that it applies only to any hours worked past 40 that are paid at the same hourly rate as the previous 40.

     It's doubtful that they'll add language for clarification. The current vagueness will intentionally allow for substantial exploitation.

     The truth is that congress will never pass it.
     
     What could pass is adjustable withholding. That's usually the issue with overtime. The withholding is annualized even if the employee makes less than that annually.

     I got licensed by the California State Bar in December, XXXX. The next year I get a letter from the IRS... "You were a licensed attorney last year. Why didn't you file a tax return?"
     
     My literal response: "I was licensed for a total of 20 days last year, so unless you believe I'm Johnny Cocrane, you have no reason to believe I earned the income required to file a return."

     It also means that there's some program whereby they compare tax filings to bar membership.
     
     They watch us like hawks. For example, you don't have to issue a 1099 to a corporation, unless it's a law firm (there are a few other exceptions too).
