Sedition was never tolerated
Disproven falsehoods were never tolerated.I can't claim toothpaste heals cancer (lie) or the jews cause cancer (hate) or say so to incite rebel (sedition).
Every "Freedom" needs a limit to self-preserve

"freedom of speech" is only one of the ingredients for a democracy, and by far not the most important one.Rule of law is certainly at least as important.
