That's certainly not normal, and probably a result of misconfiguration. I remember that @adiz had to change some configs on his bios on his thinkpad to have it work normally (had the same issues described here)
Fwiw, my 11th gen lenovo laptop (ideapad) had no problems like that. The fan would even turn off when not needed.

Yeah I've heard that dell laptops regardless of tier should be avoided as they have QC issues.
