Mono (.Net and C#) is fully open-source, as is ASP.Net (Core). Both open-source implementations aren't in full feature parity with Windows though. (In an effort to keep Windows Server at least somewhat relevant). snacks likes this. -

The open implementation doesn't have any of the Windows-specific features I think (similar to PowerShell Core). It's not like they implemented them in Linux and macOS with the same API. Essentially it's cross-platform with an asterisk. Technically yes, but not really if you don't write the whole project as cross-platform from the start and actively try to keep it that way.
