1. to organize paying for things like private street repair or other shared resources like connected park space, pool, etc.
2. to enforce minimum standards of behavior. This is because when your neighbor is a piece of shit human being and doesn't maintain his house, it makes your house go down significantly in value. -

Which reminds me of some people getting sued by the city itself for not getting rid of effectively hoard.
Meanwhile HOAs seems like micromanaged to the point where they'd nearly measure how long your "grass" is. -
