Yes, or the flats/apartments serve as 2nd or 3rd home for people living in the countryside or abroad, or they are rented out on a short-term basis (#Airbnb.)
Bed and brackfast rentals of complete apartments/condos/flats should be made illegal in big cities. A discussion should be started about holiday destinations as well, where young people in particular are forced to continue living with their parents, being crowded out by tourists. -

We have empty flats in many cities that are marketed with high rent prices, but never lend to keep their value up.
