     @matokie Follow the money, who directly and indirectly profits from doing this and creating an affordable housing shortage. There are many people lobbying to maintain this system...

     Yes, or the flats/apartments serve as 2nd or 3rd home for people living in the countryside or abroad, or they are rented out on a short-term basis (#Airbnb.)
     Bed and brackfast rentals of complete apartments/condos/flats should be made illegal in big cities. A discussion should be started about holiday destinations as well, where young people in particular are forced to continue living with their parents, being crowded out by tourists.

     We have empty flats in many cities that are marketed with high rent prices, but never lend to keep their value up.
