     In an emergency situation, humans instinctively obey whoever seems to know what's going on, and only start asking questions once the emergency is over.

     This is usually a good thing, but criminals can exploit it. They say that if you wear a high-visibility vest and a hard hat, people will let you go pretty much anywhere.
