     @BruceHalperin @scott It was a bill introduced in April about the Gambling Commission or some such thing. Pulled out of the circular file yesterday and replaced all the text in it with this. So it's already gone through something like a first & second reading.

     It's not a scientific poll by any stretch, but the Chronicle's web form is currently running 6 to 1 against surcharges.
