A state can change the law, and that makes sense. Just sometimes if it interferes with the use of property in a such a way as to constitute a taking of that property, they have to pay just compensation. Am. V. I'm pretty sure making making a class of vehicles not street legal is effectively a taking.
Maybe they could register them out of state and drive them anyway? If they're only refusing to register, but they're still street legal, then what we have is an rational basis equal protection problem, and possible an privileges and immunities problem. Am. XIV. -
