They are extremely vague and pretty much give cops the ability to arrest anyone they want.
By definition, it means that it can be anything that *MAY* provoke violence, which is as vague as "hate speech laws". People can get angry over anything. It could be the logo on the shirt your are wearing, something that you are mumbling to yourself, etc. I've heard countless stories of people getting fined for shit like this.
Also, this allows them to arrest people for peaceful protesting which should get anyone, regardless of ideology, mad.
