Starting at the beginning, you could say "Chicago fish Miami ducks bully bully Seattle racoons." I don't know the technical terms for the parts of speech (I'll leave that to linguists and Wikipedia) but the first 4 words implicitly mean "Chicago fish (who are bullied by) Miami ducks"
There are a few ways to construct the sentence, but this arrangement is the one I usually see

At the risk of being the one guy who doesn't understand the joke: why is the third Buffalo capitalised and not the fourth?
If the Buffalo buffalo are buffaloing the Buffalo buffalo, then shouldn't the sentence be "Buffalo buffalo buffalo Buffalo buffalo"?
