RSS fans, you can follow hashtags via RSS using the address:
(server)/tags/(hashtag without the #).rss
For example if you want to follow the hashtag #dogs on mstdn.social you would add this address to your RSS feed reader:
https://mstdn.social/tags/dogs.rss

It doesn't just show posts from that server, it shows all posts with that tag which that server can see, including posts it can see that are from other servers.
No one can cover every server everywhere, as part of the idea of the Fediverse is that each server chooses who it communicates with. Some are very selective, and a few don't communicate with anyone.

Yes, exactly!
If you go to that server's website and put in a search for a tag in the search box, it will pull everything that shows up in that serarch. (You don't need to be logged in or a member of the server to do this, as the search only shows public posts.)

Not in Mastodon, but you can do it in Friendica, which is another type of Fediverse server.
You can put RSS feeds into the search box on Friendica and it will let you follow the feed as if it was a Fediverse account. Posts from the feed will appear in your timeline as if they were ordinary posts.
Because it's part of the Fediverse, you can also follow Mastodon accounts from Friendica (and vice versa).

In Friendica, you can follow an RSS feed by just pasting it into the search box and clicking follow. It will appear as posts in your home feed.
You can also follow Mastodon accounts from Friendica, and Mastodon accounts can follow Friendica accounts, because they're both part of the Fediverse.

@feditips is it possible to subscribe to rss feeds and have them appear in my Mastodon feed? Kinda the reverse of what you just said? Would be neat.

In case you missed it, you can also follow accounts through RSS by adding .rss to the end of the account's profile web address. (For example mine would be https://mstdn.social/@feditips.rss)
This only shows public posts though, so it's not the same as following within the Fediverse.
