     It's a compositor effect. Take the rendered scene, mix it with the dithering mask (it's a pixel art one I made in this case), pipe it through a colour ramp and you're set.
     
     Can also add some math nodes to adjust the brightness and contrast.

     Oh yep. It's a blender scene so I can tweak it if needs be.
     
     For one thing it might need more detail, like carvings on the tiles or debris or something.

     As in bongo butt kitty? Maybe, but this is easily transformative. Could also argue parody so protected under 2nd amendment.
     
     Also I seriously doubt anyone's going to go hunting for the producers of a small t-shirt run referencing a meme.
