Hey there, at a technical level hashtags are a passive filter for your instance's Federated timeline. They show posts with that tag that your instance had noticed anyway. (You can see a list of all the things an instance notices here: https://fedi.tips/which-posts-and-accounts-can-i-see-from-my-server/)
There are many other methods for discovering interesting accounts: https://fedi.tips/how-do-i-find-accounts-to-follow-on-mastodon-and-the-fediverse-how-do-i-find-my-friends/
For example, groups actively push all their posts to all their followers, which is better than tags.
