If someone boosts your post on the fedi it almost always means they agree with you, so much that they want others to see your post.
To me that’s a possible indication of someone whom I want to follow as they most likely align with my ideas/values/ethics
So I recently adopted an algorithm for following folks
Boost = Follow
Additionally I also started actively organizing my lists, so accounts are categorized.

Federation != Decentralization
If you want proof look at bsky implementation
Mastodon is both federated and decentralized. A community can form in the middle of nowhere without the need to connect to Mastodon.social
That’s not the case in bsky?

In mastodon when one server goes down, users outside that server can still interact with users & posts within. All notifications will just get broadcasted again when the down server goes back.
The fediverse (activitypub) is crazy mature, and all other ones are still trying to figure it out.
