It's a device for lifting water above its original height without electricity by dropping it vertically and using the energy of a portion of the water's fall to push another portion up a separate tube. They have a plunger and a valve that makes a really nice mesmerizing "tap-tap-tap" sound—but I can never remember how they work inside!
