@_calmdowndear @fred @GossiTheDog Group Policy definitions are independant of servers, aren't they? By default, Windows will show you policies based on definition files present in C:\Windows on the machine you're using to edit them, but there's a feature called "Central Store" that lets you upload definition files to SYSVOL and have the same set wherever you edit Group Policy in your domain.
And on the client (ie. device you're managing) side, it's mostly just registry values you could even add manually
(Further edit: The point about waiting for templates is technically true, but I don't remember a situation where MS delayed releasing the standalone version of administrative templates relative to a major version upgrade. And you can still upgrade a separate machine and copy the templates from there. Or wait a bit for the internet to share the relevant registry values and apply those ahead of the upgrade)
