They live in free housing they can't be kicked out of. They have illegal "jobs" as drug dealers and criminals when they have jobs at all.
That is, they and their ilk have nothing to lose by refusing to snitch and by carrying on in the way they do. If your neighbor refuses to snitch, the cops start harassing him at his job, making his boss uncomfortable that he is employing a criminal. We have houses and wives and structure we value. We have something to lose. That pressure makes it hard for us to organize in that way. And very easy for them.
