A lot of cars have two O2 sensors, one before and one after the cat so it can measure the difference before and after.

If you truly believe the engine is completely fine and the issue is just the catalytic converter and a whiny ECU you could always replace the ECU with an aftermarket programmable one.

All the cars I own I needed at the time actually and then they broke and I had to get a new "temporary" car and then I kept it.
