@PNS he is doing that so the traffic merges into the right lane and not everyone is all stuck at the very last part of the merge, it is done all the time and makes a closed lane run much smoother.

@PNS I think they don't want to look like the bad guys to keep their menu prices down, thinking that you will not do the math to see what the real price would be. They could also be not paying them anything and not wanting to do payroll deductions and pay them as independent operators.
