avoiding a civil war feels preferable.

I ended up answering "somewhat disagree" because, fundamentally, I don't believe that nation-states are real compared to human beings and the rights of those human beings to live freely.
If the US federal government loses its viability, that's an interesting thing from a historical perspective and it'll be a big change to whatever's next. Would I prefer partition over civil war? Maybe, to be honest.

(Both types seem to have the same interfaces and metadata?)
you can copy in/out to regular typed arrays synchronously, *unlike* the VideoFrame type which has an *async* copyTo() method
presumably because it may be in video RAM which may be slow on some systems
