When Nixon resigned, the Soviets were stunned that we actually had the courage of our convictions. They could not imagine a superpower liberal democracy like the United States actually holding its supreme leader accountable for petty crimes.
Nixons resignation drove reform discussions in the USSR. They couldn't be outdone by the Americans, after all.
