"#EU member states could not rally the support necessary to suspend Israel from the Horizon #Europe fund in response to the war in #Gaza. The proposal needed a qualified majority of member states to pass it. But two of the largest countries - #Germany and #Italy - said they need more time to examine it.
A European Commission proposal to deny #Israel partial access to the EU's €95 billion Horizon Europe research fund failed to garner the necessary qualified majority support when EU ambassadors met in #Brussels on Tuesday to discuss the issue.
If agreed, Israel would lose access to €200 millions' worth of future grants and investments in Horizon's European Investment Council (EIC) which specialises in so-called disruptive technologies.
...The Commission's motion to suspend Israel's participation in Horizon is in response to an EU report finding the country had breached #humanrights obligations in the EU-Israel Association Agreement.
After this finding the two sides came to an agreement that Israel would "substantially" increase access to civilians for food and medicine within the enclave to prevent the EU taking action for the breach.
However, the EU says there has been no material improvement for Palestinians.

Gathered online for their regular Mashreq/Maghreb Working Party and despite mounting pressure on Israel over the hunger crisis in #Gaza, the 27 EU diplomats still couldn’t reach any qualified majority on a European Commission proposal to cut #Israel from partial access to the EU's €95 billion Horizon Europe research fund.
“The situation has not changed,” one EU diplomat said, referring to a formal meeting of #EU ambassadors last week which also failed to agree to the Commission’s proposal. The diplomat said the issue was now in the hands of the EU’s foreign affairs ministers, who will meet informally on 29 August.
"The refusal of certain member states to take even this smallest possible step to pressure Israel, while civilians continue to be killed and starved in Gaza, is absolutely incriminating,” said Martin Konecny, who heads the European Middle East Project in Brussels.

The EU likes to think of itself as a normative power – a community of values, committed to upholding international law, promoting peace, protecting civilians, and building a rules-based global order. These are not just lofty ideals; they are enshrined in EU treaties and Council conclusions.
#Europe’s image as a principled, reliable, and rules-based actor is being destroyed – not by autocratic #Russia and #China, or other adversaries with dictatorial regimes, but by its own refusal to enforce international law when the perpetrator is an ally.
At the heart of this disgraceful paralysis are governments that have chosen to side with impunity. The #EU spoiler governments are not acting in the interest of peace between #Israel and #Palestine. They are undermining European unity and damaging the EU’s global credibility and partnerships. They are also complicit in prolonging the suffering of millions of Palestinians, endangering Israel’s security.
The EU’s inaction is not just a strategic blunder – it is an appalling moral failure as it enables Israel’s impunity and entrenches a conflict that will continue to fuel instability, radicalisation, and despair for generations in the #MiddleEast.

Slovenia’s top diplomat warned the European Union risked projecting a double standard if it failed to take Israel to task for the bloodshed in the #Gaza Strip even as it moves ahead with additional sanctions against #Russia.
Foreign Minister Tanja Fajon accused Prime Minister Benjamin Netanyahu’s government of violating international law and committing “clear genocidal acts” and said that the #EU had failed to impose a “single real measure” against #Israel.
#Slovenia has sought to take a lead among #EU states in criticizing the spiraling toll. The country became the first member to ban all weapons trade with Israel at the end of July, weeks after it declared two Israeli cabinet members personae non gratae. It followed the measures with a ban on the trade of goods from occupied #Palestinian territories.
Fajon, a member of the EP from 2009 to 2022, said she pushed for an EU response on Gaza after a review of Israel’s cooperation agreement showed “clear” violations of international law, but member states deadlocked on reaching an agreement for taking action.
There is a sense “the whole international community failed a test of humanity,” she said.

"A group of European Parliament lawmakers called on the EU's foreign policy chief, Kaja Kallas, to act in line with international law and "end your complicity in the genocide against the Palestinian people," according to a letter seen by Anadolu on Friday.
The letter, addressed to Kallas, followed a Dec. 3 event titled "EU: End Your Complicity in the Genocide Against the Palestinian People."
It urged the EU to suspend the EU–Israel Association Agreement, implement a comprehensive arms embargo, respect decisions of the International Court of Justice (ICJ) and the International Criminal Court (ICC), protect #Palestinian #humanrights organizations, and condemn sanctions imposed against the #ICC.
"After 789 days of genocide and 58 years of illegal occupation, we believe it is essential that the European Parliament send a clear message: Europe cannot continue to be complicit," the latter said.

In a joint statement released Monday and co-signed by 404 former officials, the group urged the EU and its members to move beyond condemnatory statements and adopt concrete measures, including suspending the #EU-#Israel Association Agreement and halting all military support to Israel.
The former officials also condemned Israel’s continued restrictions on humanitarian access, calling for the full and permanent opening of the Rafah border crossing and an end to what they described as the misuse of “dual-use” policies to block aid deliveries.
They strongly criticized Israel’s decision to deregister dozens of international #NGOs operating in #Gaza, warning that such measures undermine lifesaving assistance and violate #UN humanitarian principles.

"European Union member states have failed to agree on proposals to sanction Israeli National Security Minister Itamar Ben-Gvir, the bloc’s foreign policy chief Kaja Kallas.
Speaking at a #media conference on Monday, Kallas said that while “many” #EU states had proposed economic restrictions, “no consensus on that was reached today”.
Far-right minister Ben-Gvir has been criticised by several individual EU states for his treatment of activists aboard the Global Sumud Flotilla who were detained by Israeli soldiers as they tried to reach #Gaza last month.
However, efforts to impose sanctions on Ben-Gvir at EU level have met resistance. With unanimity required, the bid has failed to win full approval, Kallas said.
The EU’s chief diplomat did not outline which states had refused to agree to the proposal. However, #Germany, #Austria and the #CzechRepublic are understood to be among those in opposition."

The use of Palestinian civilians as human shields has been an Israeli army policy during its war on Gaza, according to the testimony of a senior officer in a non-reservist brigade.
"In Gaza, human shields are used by Israeli soldiers at least six times a day,".
According to the article, Israeli soldiers routinely force Palestinian civilians to enter #Gaza homes ahead of military operations to ensure that no explosives or combatants are there.
The Israeli army normally uses dogs for these missions.
The officer added that the lack of dogs was the "unofficial excuse" for the prodecure.
The use of Palestinian human shields has become systematically used, and the individuals used in these procedures are referred to internally as "shawish", the officer said.
"Today, almost every platoon keeps a 'shawish,' and no infantry force enters a house before a 'shawish' clears it," he wrote. "This means there are four 'shawishes' in a company, twelve in a battalion, and at least 36 in a brigade. We operate a sub-army of slaves."
He said that he attended a meeting where a brigade commander presented the use of human shields as a "necessary operational achievement to accomplish the mission".
