I'm not all the way through and still waiting for my coffee to kick in, but here's notes through Page 7:
Overall, finding it useful. Content is understandable and well-written. That sweet spot of explaining semi-technical concepts while still keeping them relatable.
Page 3 appears to be missing "is" : "A strategy [is] a specific set of actions..."
Page 6 appears to be missing a "we" (or "a crew") : "Most of what [we] do..."
Minor nitpick on Page 6 : "if you’re just writing down only what you already know" - "just" and "only" are a bit redundant and you could cut one of them (keep the first one IMO). Again, this is minor and could be a stylistic choice.
@inthehands I'd argue that all institutions "want" (in an abstract way) to preserve their existence and power. States especially "want" this and can be very aggro about it.
