my original statement that was a riff on is from the origins of LambdaMOO, i think the book is called 'a rape in cyberspace' or something, where some 1990s nerds were trying to figure out how to deal with social issues in the dawn of the internet (with self proclaimed anarchists being the loudest voices for being allowed to ban people even for acts not yet against the rules)
