To be honest, in that part of #SoCal, I'd probably directly contact the University of California's Riverside campus with that question. That would cut through all the #SEO manipulation of search results and get information straight from someone who knows what they're talking about.

  The top Google result for "when to trim palm trees in California" is a word salad AI SEO regurgitation which says pretty much everything except when the ideal time is. It also helpfully points out "Preparing trees for upcoming natural calamities is necessary, and hurricanes are pretty common in California". (California had its first tropical storm in a hundred years last year.)
