2) dont know, seems like it would vary by area, but you dont get a house without buying one so i think u just do the best u can here.
3) you could approach an existing coop with an expansion plan, but I would want to really know them and be sure our expectations for governance/responsibility matched. You probably should be in conversation with one and a group like NASCO for support tho. You are not being silly!
