I can blame the people who weaseled themselves to the top for lack of noblesse oblige. They "manage" instead of "own". In fact, they outright hate the people "below" them. Back in the day one had to do some challenging deed to be awarded nobility. These days all it takes is psychopathy and scams. Look at Scamaswamy and his ilk.
